The Government has made a number of announcements in relation to Smart meters:
Electricity customers in profile classes 5-8 and gas customers who are not daily metered but use in excess of 732 MWh per annum must have an advance meter (with communications) installed by 2014. |
Domestic electricity and gas customers must have a Smart meter (with communications) installed by 2020. |
Electricity customers in profile classes 3-4 and gas customers who are not daily metered but use in between 73,200 kWh and 732 MWh per annum must have a Smart meter or advance meter with communications installed by 2020. |
| |
Implementing these changes will be a huge challenge for the industry. However, if delivered successfully, the benefits for customers, suppliers, network operators and the environment will be very significant and could include: |
Gas and electricity harmonisation; |
An efficient and effective Change of Supplier process; |
Customer transfers within 24 hours; |
Reduction in consumption; |
Accurate billing; |
Reduction in peak demand; |
Removal of barriers to distributed generation; |
Promotion of demand response; |
Better governance; and, possibly; |
More efficient distribution networks. |

| Smart Metering support to the ERA |
| For the last 2-3 years Engage has been providing policy advice on Smart Metering to the major UK Energy Retailers through the UK Energy Retail Association. |
We delivered the formulation of policy on the operational framework for Smart Metering (URL: ERA Framework Summary ), policy positions for the implementation and roll-out of Smart Metering, as well as provision of policy responses to Government consultations. |
We led the ERA’s Supplier Requirements for Smart Metering project which has been at the heart of Smart Metering developments within GB (URL: SRSM Project ). Part of this advice has been formulating policy for lobbying to external stakeholders and actively presenting the case for policy positions to key influencers in industry, including Government, Regulator, Consumer Groups and affected metering service providers. Engages advice also included energy efficiency and DSM initiatives. |
| Wider Smart Metering support |
| Outside of our work with the ERA we are one of the market’s leading authorities and knowledge base; |
Our recent work for the European Smart Metering Industry Group (ESMIG) focuses on providing assistance on the development of Smart meter standards across the EU. Our expert input includes research analysis on Smart Metering pilot projects and the technology used to deliver remote readings and read data, and Time of Use trials. |
We have provided support to an organisation in Eire on: the benchmarking of international Smart Metering trials; trial sample and metric advice; and customer behaviour analysis. |
We have completed a research assignment into the impact of Smart Metering in the water industry. |
We have undertaken assignments focused on the provision of advice and support to existing GB meter operations and meter asset management businesses; and |
Provided advice and support to GB ”new-entrant” technology providers, communications companies and system integrators to help them successfully penetrate the new UK market. |
