Opportunities and Innovation for Transforming Demand Response in 2025

The GB energy industry is entering an exciting phase of transformation in 2025, particularly in flexibility markets. As industry experts deeply embedded in the sector since 2000, we’re observing significant developments that will create new opportunities for businesses and strengthen the country’s journey towards Net Zero.

Strategic Developments in the Flexibility Market

Advancing Industry Standards and Interoperability

The energy sector is making substantial progress in creating a more integrated, efficient flexibility market. The key developments include:

The enhanced PAS 1878 framework represents a significant step towards achieving interoperability through standardisation to facilitate increased participation by domestic and small business consumers in demand side response services. The PAS1878 is set for completion in 2025 and will establish clear guidelines for interoperable energy-smart appliances and demand-side response services, an important component of a smart secure energy system.

Project Mercury is a global consortium focusing on resolving complex system integration challenges across demand flexibility services and data exchange protocols. The project specifically targets interoperability barriers between flexibility platforms and assets capable of flexible response enabling standardised data flows essential for scaling demand-side flexibility.

OpenADR is one of the key emerging standards that will enable flexibility market signals and align with international flexibility designs. OpenADR 3.0 profiles are being developed to help market participants develop systems that will be able to seamlessly integrate and respond.

Market Evolution and Governance

Elexon’s Market Facilitator role marks a crucial step forward for the industry. This new framework will strengthen collaboration between National Energy System Operator (NESO) and Distribution System Operator (DSO) markets, driving greater innovation, efficiency and resilience across the electricity system.

Strengthening the Regulatory Framework

2025 is bringing welcome clarity to market regulations with three key improvements:

  1. Clearly defined roles and accountabilities for all market participants, including Flexibility Service Providers, Demand Aggregators and Demand Side Response Service Providers.
  2. Simplified market entry through streamlined industry terminology and conventions.
  3. Enhanced market access through P415, giving independent aggregators increased participation in the Balancing Mechanism.
Future Flexibility Challenges and Solutions

The transition to Net Zero is driving innovation across the flexibility market. We see three priority areas for development:

  1. Managing periods of low wind renewable generation (Dunkelflaute) through advanced flexibility solutions and innovation in long-duration storage.
  2. Creating intuitive, accessible demand response programmes for both domestic and commercial customers.
  3. Developing market mechanisms that deliver cost-effective flexibility while ensuring value for all participants.

Putting Consumers at the Heart of Change

Success in 2025 and beyond requires a collaborative approach that prioritises consumer engagement through: Clear communication of benefits and incentives, seamless integration of flexibility solutions, protected consumer interests, and transparent cost structures.
