Lorenzo Wong Joins Engage Consulting

We are excited to announce that Lorenzo Wong has joined Engage Consulting following his role at the Department for Energy Security and Net Zero (DESNZ), where he led a team developing policy to establish a regulatory framework for heat networks.  Lorenzo recently completed his MSc in Climate Change, Management & Finance at Imperial College Business School to specialise in sustainable finance.

At DESNZ, Lorenzo led the design of the regulatory framework that will establish Ofgem as the heat network regulator. Working with Ofgem and key stakeholders, he spearheaded consumer protection policies to ensure robust rules on pricing, quality of service, and transparency of information. Additionally, he designed a license fee cost recovery regime for the sector to ensure its competitiveness with retail energy. Working with government lawyers, Lorenzo was also pivotal in drafting the heat network regulation clauses within the Energy Act 2023.

“I’m delighted to have joined Engage to work on some of the most important problems and opportunities facing the UK in decarbonising and scaling its power sector and to build my experience working with private and public entities central to the transition. I look forward to working with colleagues to continue vital work on areas such as flexibility and exploring opportunities to collaborate with key players in the heat networks sector and heat decarbonisation.” – Lorenzo Wong.

The Leadership Team at Engage are thrilled that Lorenzo has joined the team. “Lorenzo brings first-hand experience in developing the heat networks regulatory framework and consumer protection policies, having led this work at DESNZ. His understanding of both policy development and practical implementation, combined with his recent specialisation in sustainable finance, strengthens our ability to support clients through the transformation of the UK’s heat sector. His experience with the Energy Act 2023 and background across multiple government departments adds valuable perspective as we help our clients navigate the evolving regulatory landscape.”

Before his role at DESNZ, Lorenzo held positions at the Department for Business and Trade, the Department for Transport, and the Department for Levelling Up, Housing and Communities, where his achievements included leading trade negotiations for the trade remedies chapters of UK Free Trade Agreements.
