Navigating Complexity: Smart Metering Post-2025 and the Road to 2030

The energy sector is entering a pivotal phase. With the release of DESNZ’s Smart Metering Post-2025 Policy Framework, energy suppliers will now face a clear mandate (subject to DESNZ consultation conclusions): achieve full smart meter coverage for domestic consumers by 31 December 2030. 

Key Framework Obligations 

The framework sets out several key requirements: 

  • Complete domestic smart meter rollout by December 2030  
  • Submit annual deployment plans from 2026, these to be binding from 2027  
  • Restore smart meters operating in traditional mode within 90 days 
  • Proactively replace meters where WAN service is ending 
  • Improve operational performance and consumer outcomes through better installation and fault resolution practices 

These obligations are designed to accelerate the rollout, enhance transparency, and ensure smart metering delivers on its promise to consumers and the energy system. 

 

 The Challenge Landscape for Energy Suppliers 

Meeting these obligations is far from straightforward. Energy suppliers will need to align existing rollout strategies with the new framework while simultaneously navigating a complex web of operational, commercial and regulatory pressures, as well as competing priorities.  

The overall targets are clear, but to deliver them, key enablers are needed.  

 

 

So, energy suppliers will be faced with a tricky balance of navigating the delivery on targets while managing the tension of ensuring the key enablers are in place. 

The result: a convergence of planning, commercial, operational, and regulatory considerations, all while safeguarding consumer protection to support the Net Zero transition enabled by smart metering and its rich data.
