What is the Energy Company Obligation?

The Energy Company Obligation (ECO) is a government energy efficiency scheme in Great Britain designed to tackle fuel poverty and help reduce carbon emissions. The scheme places legal obligations on larger energy suppliers to deliver energy efficiency measures to vulnerable and low-income households. The ECO scheme has seen several iterations, with the current one being ECO4, which runs from April 2022 to March 2026. 

Under the ECO scheme, obligated suppliers must promote measures that improve the ability of low-income, fuel-poor and vulnerable households to heat their homes. This includes actions such as installing insulation or upgrading heating systems. The scheme is administered by Ofgem, with the regulator responsible for calculating obligations, tracking performance, auditing suppliers and reporting on scheme progress.
