Performance Assurance is a technique used across the utility industry to hold market participants to account and ensure they are meeting requirements of various codes.

All these regimes employ a Performance Assurance Framework (PAF) that helps to ensure Parties and Party Agents are compliant with the various codes. The PAF includes various techniques and controls to manage Risks. They can employ a range of techniques to be applied flexibly depending on the issue being addressed.

  • The BSC Performance Assurance regime is a well-established framework designed to ensure compliance with the Balancing and Settlement Code (BSC) and to minimise the amount of electricity settled incorrectly, making sure signatories to the BSC are compliant with the BSC and the specific obligations they have signed up to.
  • The Retail Energy Code Company (RECCo) also run a Performance Assurance regime for the Retail Energy Code (REC) which focuses on risks to retail energy consumer outcomes and the effectiveness of the retail market.
  • The Unified Network Code (UNC) more recently has adopted a Performance Assurance Regime to ensure that gas is settled correctly, and parties are meeting their UNC obligations.
  • Market Operator Services Limited (MOSL), the market operator for non-household water retail market in England, runs a Performance Assurance regime making sure companies meet their KPIs on operational performance and have recently launched a revised set of standards.
  • The Smart Energy Code Company (SECCo) is also in the early stages of setting up its own Performance Assuranc
