Lorenzo is a heat network and carbon markets subject matter expert. He is a former civil servant who led a team developing policy to establish a regulatory framework for heat networks at the Department for Energy Security and Net Zero between 2020 and 2023. He is the UK’s Alternate Delegate to the International Energy Agency’s Technology Collaboration Programme for District Heating and Cooling. In this role, he serves as the UK government’s heat network expert on an international stage, ensuring that global policy developments and research insights are fed into DESNZ policymaking and strategy development for growing the UK sector.
Before joining Engage, Lorenzo undertook the MSc in Climate Change, Management & Finance at Imperial College Business School to specialise in sustainable finance. He also worked as a Senior Research Associate to the Partnership for Agricultural Carbon, a regional initiative to support Latin America and the Caribbean’s agriculture sectors to access private finance through carbon markets

Lorenzo’s previous work includes:
- Leading the design of the regulatory framework that will see Ofgem take on the role of heat network regulator.
- Providing regulatory compliance services and conducting audits for market participants across electricity, gas, CCUS, and heat networks.
- Spearheading consumer protection policy development with Ofgem and other key stakeholders to ensure robust rules on pricing, quality of service, and transparency of information.
- Designing a license fee cost recovery regime for the sector to ensure its competitiveness with retail energy.
- Working with government lawyers to draft the heat network regulation clauses in the Energy Act 2023.
Lorenzo has also held roles in the Department for Business and Trade, the Department for Transport, and the Department for Levelling Up, Housing and Communities.
